Well, I think in order to become a Japanese citizen, you have to know the language and culture, be coming there not to work as a blue collar worker and come there because you love Japan.
I think they did that to your g-pa because he was Chinese. Its Japanese antipathy towards Chinese.

Its pretty much the same across Asia and Africa. More so in East Asia (especially in South Korea and Japan). Taiwan and China are more accomodating towards foregienrs.,
